Caspian. They could only take down Caspian when he had no one to turn to.

It seemed that Balthazar was truly in a den of wolves now.
"Since these assassins have successfully infiltrated His Majesty's residence, why didn't they do
anything to him?" Caspian asked.
"I'm guessing that they're holding His Majesty hostage. They can then do anything they want this way,"
Laina said.
"Have you found out who's behind all this?" Caspian asked anxiously. This was the key thing he
wanted to know.
"If my guess is right, then it's the Andrewses. They benefit the most from this arrangement.
"Jerry, Kelvin, and Zane have all climbed to high positions. With that in mind, it makes sense that
they're the masterminds," Laina said.
