Matthew found out that Tremaine had gotten his hands on some secrets that all of these leaders wanted to take to the grave and had used them as bargaining chips.
On the surface, Europe's leader seemed to have acceded to Tremaine's threats, but the moment Tremaine was out of his jurisdiction, he'd sent his men to assassinate him.
